What does it mean "SubProd install missing"?

Trying to get the Emergency Response Apps working. I have them Installed but getting this error message: "SubProd install missing"
what does that mean, how do I resolve it?

ServiceNow have a HI article addressing this:
KB0864117: Production installed app displays message 'SubProd install missing'
We faced the same issue, and fixed it by installing the exact same version number of the desired plugin in a sub-production instance linked to our customer account. (e.g. 1.9.0, or whichever is the desired version in production). After this installed, we simply refreshed the Plugins list in production, and we were able to upgrade to the desired version of the plugin.
