What is the best way to check that, how many licences are being consumed and how many are free?

I got a similar message:

"...find that this plugin's functionality has been removed from ServiceNow and is currently being redeveloped to provide improved functionality for all customers. The 'new' release version looks to be Helsinki.

It depends on what your agreement is with ServiceNow, which varies from customer to customer.

Once you understand which roles relate to a license, you can use this application to count it, or create your own report on the User Roles table.
