In simple terms.
Approver - simply to approve in system
Itil - Can approve & perform fulfillment as well

Hi,
Approver licenses are just used for approving things within the system. They don't have wide access, etc. as ITIL and are a cheaper cost.
ITIL licenses are what is normally purchased with ITSM, etc. and that license comes with access to task tables, and other features by default. It's a higher cost than approver licenses.
So if you have people within your company who are just approvers and don't need all the system access that ITIL has (read, write, fulfillment of tasks/requests, etc.), then you have a cheaper cost option with approver licenses.
