In licensing  matters best people to speak are Account representatives ...

 

However, if you are asking me from view perspecitve i would say itil are given to those  technicans who work on incident , problem , change and many other task or other tables .

 

Whereas the approver_user from view perspective is given to people on portal who just want to approve the request...
