what is the purpose of CAB required field for normal and emergency change types when it's already manadatory for those types

What is the prupose of CAB Delegate if we define it in CAB definition?

Why is the CAB delegate field available for editing for change requestor?

Why is the CAB recommendations field available for editing  for normal and emergency change type?

hi,

For a particular change type if cab required field is  selected then  cab approval is necessary for that change.

Cab delegate fields  specifies user who attends the CAB meeting to describe the change.

In the CAB recommendation field, we can add notes or recommendations related for the CAB meeting.

I think I understand your question. And my recommendation is to go and learn the purpose and role of CAB in general and not try to learn on how it is implemented in Servicenow.
