When the ticket is in work in progress state then pending and resolve should appear and make work notes as mandatory when changing the status to pending. and when it is placed in pending it can be again placed in progress state.

you mean that if state is in progress only pending and resolve state visible right >> for that you have to use
the state models
navigate>>state models>>select your state>>in condition select 2 state that appear.
example state=inprogres
condition>> resolve and pending
and make work note mandotory using ui policy. if state = pending.
