which is the best practice to use user criteria in service catalog?

Hello,
I would like to apply user criteria for service catalog management .went through the product document but still i'm not understanding user criteria use only for catalog item or categories or both. which is the best practice to apply this?kindly share your thoughts.

Hi,
Firstly, Add users/Groups to user criteria as required and attach user criteria to catalog item through section "Available for".

Hi,
User Criteria may be used to restrict access to records in Service Catalog and Knowledge.
You can apply user criteria to both Categories & Catalog items.
You can apply User criteria from here:
User Criteria will allow you to combined Users, Groups & Roles as a single entity.
