Why Are Provider Notifications Sent to Users Following a Record Even If They’re Not in the Recipient

Hi everyone,

I’m facing an issue with provider notifications in ServiceNow. When a provider notification is triggered, it is also being sent to users who are simply following the record, even though these users are not included in the notification’s recipient list.

Is this the expected behavior?
If so, is there a way to prevent followers from receiving provider notifications unless they are explicitly added as recipients?

Any guidance or best practices would be really helpful.
