Why didn't my SURVEY that I created in Survey Designer, send an email notification, and how can I generate an email now?

I created a survey, added a bunch of users (via a group), and saved, and then Published.  According to the documentation (link), "When you publish a survey, the system sends email notifications to the recipients and to their managers.", and also displays a link to the survey on a card in each recipient's My Assessments & Surveys portal.

They got the Survey, but unless they go look, they won't know it is there.  I'd like to generate an email, but I don't want to re-publish the survey (as a subset have already responded).   Why didn't an email get generated?  How do I send one now?

It looks like one time and triggered surveys both use the same notification email, which is good.  The only other thing I can think of, in this case, is if an edit was made to the survey from the list view (Survey>View Surveys) and the "Send notifications" box got unchecked prior to publication.

This can be done after just the initial save of the survey, but appears to be the only spot to be able to select disabling them, outside of the actual notification.

For the user it displays on your preview it could be that they are alphabetically first in name or sys_id (unless it's truly just a random grab by the system)

FYI,  I've learned that the reason why my 1-time Survey did not send any email notification, is that we've got our standard notice ( Survey User Invite) to only send if there is a Trigger Table associated.  My understanding is that in order to have the Survey go out with a Notification email, I would need to create a separate notification, and reference something to differentiate. I could use the survey name (Metric.Type name from the asmt_metric_type table) and send when inserted or updated.

I still don't know of a way to retroactively send an email without sending a New Survey to the recipients.  This may be a mute point, as the Survey ends today, so it will drop off from the users view.  I will need to followup with the no response folks.
