Certain types of HR knowledge articles need to be reviewed by Legal

Should I build two HR knowledge bases - one where approval goes to legal first and one that doesn't? Is there a different way of doing that? 

 

Normally, HR articles just go to the KM team for article checklist/style guide reviews.

ServiceNow's answer is 'yes', since approval is managed through the knowledge base, but it would be a bad user experience. 

You could mark those 'legal' articles as such and update the (work)flow for approval to check on that, routing it through legal first.
