Allow user to create the Knowledge article but restrict the ability to Edit/Retire/Delete articles

I am looking assistance on the below requirement:
Our Access goal is to allow all Users to Create articles that a Knowledge Manager or Admin would then review and publish however we created a user criteria "KowledgeCanContribute". as below
If this criteria given to the ITIL role it enables them to not only create articles but also to Edit/Delete/Retire all existing Published articles, along with visibility into the Unpublished articles.
Information on these roles found in https://docs.servicenow.com/bundle/paris-servicenow-platform/page/product/knowledge-management/task/... has been tested on our instance to confirm this.
Please assist if anyone have previous experience on achieving this and help me to correct ACL setup to allow ITIL Users to Create New Knowledge without granting them the ability to Edit/Retire/Delete articles.

I would set a user criteria for "Can contribute" such as all users or itil and ne for can read if they differ.
On the KnowledgeBase level you opt for the workflows with approval and define managers (they will get the role knowledge_managers automatically).
Now all users with "can contribute" can create articles, but publish and retire is upon the managers.
I have no solution for the contributors not editing their own articles.

Hi Christine,
how would I create the user criteria, if not able to see the options in the All -> Administration -> Users.
Kindly guide further please, as I need to elevate a user to be able to create and contribute knowledge articles in his/her profile.
Any screenshot are much appreciated.

As Knowledge Admin you should see user criteria at Knowledge Administration.
