How do you configure a retired knowledge article to require approval before it is published vs using the "Republish" UI action button that instantly publishes a retired article without approval first?

I believe that simply depends on your KB's Publish and Retire workflows. After you republish an article IF your publish workflow is the approval type, then you will have to checkout the article and then publish it for approval. So based on the description of the original poster, it sounds like they are using instant workflows.
