I want to know the roles which can be assigned to users where they can only submit a KB article but cannot publish. Can you please let me know the roles which can be assigned to all the user? I would need all your expertise

Hello,
Can you please try giving "Knowledge" role to the users and see if he is not able to publish
Users with the knowledge role can contribute to the default knowledge base and access the Knowledge application menu.
The knowledge role is a fulfiller role and not a requester role.

I'm not sure it has to do with the roles much, I'd rather say it's related to publish workflows. If you don't want the articles to be published immediately after they're submitted, but would rather have someone review, approve and then publish the content, you should look specifically into the Knowledge Approval Publish workflow, as opposed to Knowledge Instant Publish.
For each KB you can set a different workflow. Also, keep in mind that you go for Approval Publish, you would need to designate a person - knowledge manager - responsible for approving and publishing content within that KB.
