In Filter Navigator, enter Knowledge
Step2: Under Knowledge, see My Flagged -
Step4: Scroll to bottom of article to see Knowledge Feedback tab - Observe no knowledge flags .
is there any posibity ,KB article is flaged(flag=true)but there is no feedback attached to reference listed.

Generally feedback tasks are created for published article that's what I have seen in my instance, you should not bother about retired articles though, Also since it is OOB behavior, you have to accept the way it is working.

Actionable knowledge feedback is not supported in Knowledge Management v3. Currently, the actionable knowledge feedback feature is available in the Service Portal and Agent Workspace only. Even though the same options are available from the Core UI they do not create the feedback tasks but will set the flagged=true.
