We recently upgraded to San Diego. None of our KB admins or managers are able to publish any articles. They are stuck in a Draft state and will not allow us to publish. I have also tried publishing using full admin rights in SN and that will not work either. We do use groups that allow read or read/write access, but I would think full admin would overwrite those limitations. Currently we can edit a KB article, but no one can publish. Any suggestions?

Thank you all for the suggestions, but none of them have resolved our issue. The issue has been escalated to SN via HI

Hello suekoontz,
Can you please check if there are upgrade conflicts that need to be resolved?
Can you also check the publish workflow that is configured in your Knowledge Base?
Please, don't forget to mark my answer as correct if it solves your issue or mark it as helpful if it is relevant for you!
Best Regards,
Filipe Cruz

We have 3 instances of SN - Prod, Test, and Stage. Prod and Test have been updated to San Diego. Stage is still using Quebec. Stage allows users to change the workflow field in a KB article from Draft to Publish and actually publish the article. Prod and Test do not. I did find some upgrade conflicts that I did resolve in Test. I also checked the publish workflows (nothing appears to have changed in them). I am still not able to get an article to publish in Test. I think I'm going to have to submit a ticket thru HI to have SN themselves look at it.

Did you see this behavior in non-production environments too?

Yes - it is in both our Production and our Dev environment
