Change background color of Incident title in Service Operations Workspace

Hello All,

I want to change background color of Incident title in Orange color for existing incident and for new incident creation title should be in blue color.

Is it possible to do on condition change the color for title, in service operations workspace.

I want to display something like below -

It will be really helpful if I can get some help to achieve this.

I think it is not possible as of now in WS.
