"Submit" button on Policy central portal is customized or not?

Navigation Steps:
1. Go to Portals------Policy central
2. Click on "Request Policy Exception" 
3. Submit button is present at the bottom of the form

Just wanted to know if "Submit" is customized one

Can someone help me on this!
