unable to see top banner on service portal page

I am unable to see the top banner in service portal where it says: Knowledge, Catalog, Requests, System Status, Cart, and Tours
What I expect to see:
but what I see instead:
I checked my request filter but everything seems fine. I am thinking it is a ACL list issue?
Any suggestions?

Check the theme configured under the portal:
Navigate to Portals → Select your Portal → Change the theme to 'SP Header Menu

It must display the last two options:

Add any other menu in the Service Portal

Change the theme to the OOTB (Out of the Box) version
Then, place the Service Portal menu header and try again. I suspect the issue is due to the current theme, which might be overwriting the menu.
