Mobile Agent: Scheduled caching not functional in application

I have configured my application to have scheduled cache downloads in the Agent mobile application. However, the cache does not download unless the app is open when the request is sent. I would think that it would process the request even when the app is not open, but that is not the case. I don't think that this is an issue with setup because the system logs and events are triggering and being sent to the app. Again, it will not download if the app is not open, defeating the purpose of the auto download trigger. Is there something I am missing? Maybe some sort of queue permission I need to enable? Or is this a bug on the ServiceNow side of the Agent app? I would also like to know if I can manually trigger the download when a user opens the Agent app if you have any ideas.
