AI Control tower Risk Assessment Not Initiated After AI Impact Assessment

After completing the AI Impact Assessment (risks and controls are generated), the Risk Assessment step does not get initiated.

-> assessment template is not published

-> OOTB risk methodologies are inactive by default, activate them
