Who should do what when setting up BCM?

The starter stories state 'As a BCM Admin...' which seems to signal the BCM Admin should be creating the data in the configuration tables (element definitions, tiers, etc.) in Dev. It does not seem to indicate the Developer. 

We are NOT modifying any table configurations. We're just talking about adding the 'data' like creating an Element definition, a tier or timeframe, etc. Something a BCM person would know but not a Dev. 

Since a BCM Admin cannot change scope, would not be able to create update sets, etc. it seems having a Dev add the data from a spreadsheet a BCM might supply,  it is just an layer of duplication and risk where the Dev  could make a mistake because they would not be familiar with the various content required. And since a Dev can simply select the data in the table and add to an update set which is OK when dealing with configuration table data, this seems like the best route. 

Yes, we could import, but right now do not want to go that route. 

One side said have the BCM Admins do it because a) the starter story says so b) the BCM Admin knows more and would be more likely to pick the right options, c) and there should be a separate of configuration duties and data duties so things can be configured quicker. 

The dev side says the BCM Admin could mess something up, tell them data is added, but then come back and say, wait, I want to add more, etc. And that Devs should be the only people developing everything. 

would like to know what others thing. ChatGPT basically says it's BCM Admin's responsibility. 
One thing to note also. The team wants to put it in Dev/Test/Prod and not allow the BCM Admins to update in PROD, but instead ask for a new story / development if they want to change something.

In general, for developing the BCM module based on business requirements, the project engages BCM Architects/Developers to manage the end-to-end implementation through to go-live.

For modifications to an existing BCM setup, a generic ITSM Developer can also perform the changes, provided they have completed the following training courses:

GRC: Business Continuity Management (BCM) Implementation Assessment Simulator (Xanadu) 

GRC: Business Continuity Management Implementer 

Note: But again, 

A BCM developer learns the platform's technical backend step by step and gains hands-on experience under BCM module. Similarly, a generic developer can learn it in a demo instance and transition into a BCM developer.

BCM Admin won't perform anything related to platform because they lack platform permissions (Update Sets/Scopes) and changes must be promoted through a controlled Dev/Test/Prod pipeline, Developers must perform the actual system entry. Anything related to BCM specific activities should be done by BCM Admins.
