How do you change the GRC Risk Portal (it is actually a workspace)

I am trying to customize the Header (box in image) in the Risk Portal (which isn't actually a portal) and cannot seem to figure out how to change it.  Because it is not a normal Portal, I can't just edit the widget.  The configure option takes me to the second screenshot where I tried editing the "Theme" which changed nothing. I tried looking at the UX Screen home default but could not see where I could edit the header. I tried inspecting the page and physically changing the image to be another, it still did not update. Any help would be greatly appreciated.

Try using the UI builder

open the experience and update
