localization_fulfiller role unavailable

Hi, I'm trying to add a static translation setting for emails and I am following the knowledge below:

How to setup static translation on email notifications for first time? - Support and Troubleshooting...

I can do step 4 without any problems however, I am stuck on step 5 where I add localization_fulfiller to a group, as I cannot find this role on my instance. 

I have added a plugin for the localization framework, yet I do not see any localization-related roles on my instance.

Any idea how I can obtain the role?

are the other localization roles available?

these roles get installed with the plugin only, try repairing the plugin and logout and login to get the fulfiller role.

I've re-installed the plugin and all the roles related to localization frameworks are now available.
