The Difference between Themes and UX Themes in NextExperience

Hello every body , 
Can anyone explain the difference  between Themes and UX Themes in NextExperience
I access to UX themes by navigate to Now Experience FrameWork << Themes 
but I access to Themes by navigate to System UI << Themes .
