In my Personal Developer Instance (PDI), I can directly see the Local Data Resources option. However, in my actual instance, need to create a Local Data Resource and then create Data Resources under it. I’m new to UI Builder and trying to understand why this difference exists. I’ve attached the screenshot from the PDI for reference, and I need to create the same setup in my actual instance as well.

I checked this in my PDI but on a standard Experience page, I don't see the Local Data Resources. However, on a page that is part of a Page Collection, the Local Data Resources section is available. It might be worth checking if your PDI and your actual instance are using the same type of page. If one is a Page Collection page and the other is a standard Experience page, that could explain why the UI looks different
