Do I need to activate a plugin to get the Background Scripts functionality in my Fuji developers instance?
or what is the equivalent?

No. Just raise your privileges to Security Admin to obtain access.
1. Click the "lock" symbol up next to your name.
2. Check the Security Admin check box and click ok. The screen will refresh.
3. Navigate to "background" and it should show in your navigation menu.

Elevating my priviledges to security admin did the trick.
