If you are looking for recommendations for your learning path, I would highly recommend checking out ServiceNow University. They have a LOT of free on-demand video courses that are full of really good information. They also offer a lot of free ServiceNow lab environments where you can "practice what you learn". Even for people in a non-technical background, I would recommend the Certified System Administrator (CSA) on-demand course and then you would be more prepared for the Certified Implementation Specialist (CIS) - HRSD exam. I am a ServiceNow trainee, and I’m happy to share my thoughts and career path to help you on your journey. Based on my experience, anyone who wants to start a career as a ServiceNow Administrator should begin with the basics. I strongly recommend the CSA (Certified System Administrator) / Admin path, as it helps participants understand the ServiceNow platform, its capabilities, products, and related terminology. The admin course also allows you to explore the platform in greater depth.
To begin, you can start your CSA journey on Now Learning / ServiceNow University. If required, you can also watch and follow my Batch 18 CSA course playlist available on my channel.
After completing this, you will have a clear understanding of the ServiceNow platform fundamentals. Once your basics are strong, you can move on to HRSD. There is a dedicated Now Learning training available on ServiceNow University, and the same course is also available on my channel.

As per me, there isn't really a "non-technical" role in the ServiceNow ecosystem. Generally, roles are either technical or functional.
The initial learning path is the same for everyone because it's important to gain a basic understanding of the platform, how it is built, and how it works. That's why hands-on practice through labs is essential, even for functional consultants.
If you get stuck while working through the labs, don't get discouraged. Let us know, and we'll guide you on how to resolve the issue and move forward.
There aren't separate courses or labs specifically designed for non-technical or functional learners at the beginner level. Everyone starts with the same foundation before specializing in a particular role.
