If i am not wrong,you are asking to change this configuration,try it
1.navigate to service portal configuration,choose the page designer

type index and choose it
3.
click the (Delete) icon.
4. Add New Widget Search for Homepage Search in the left sidebar, then drag and drop it into the empty space.
5. Edit Text Hover over the new widget, click the Pencil (Edit) icon, and change the placeholder text to How can we help?. Click Save.
