Now Assist Panel and Virtual Agent Non-Responsive

I'm attempting to use Now Assist and Virtual Agent. With both, if you select a topic icon it will respond and complete appropriately. However, if you type language (e.g., summarize a record, check ticket). It spins on Generating a Response indefinitely. I've tested the OOB topic for check ticket and support status will render for the text, check ticket. For context I'm in GCC, we've had repeated backend configuration issues that seem to tie back to GCC. Any experience with configuring Now Assist for Virtual Agent in GCC?
In case anyone else runs into the same issues, we've found that ServiceNow had to fix the LLM provider as some skills were defaulting to Azure OpenAI which isn't available in GCC. Also, the service scheduler was configured for commercial instead of government.
