I purchased CSM fundamentals on demand course  its on Tokyo release , If new release comes i need to repurchase the course again or will it get updated to latest release like Utah ?

You would need to purchase the new version, but typically we recommend folks just review the release notes instead of purchasing/retaking the course

It should be on latest release! When viewing the training details it should show versions available. If a training shows an old version it just means the training hasn’t been changed drastically

What is the best way to learn ServiceNow as a BPA? What would you suggest learning first and getting really good at?

Can one secure a job after training without having certification?

Yes, it would depending on the hiring organization, but experience counts for a lot too.
