Breakdown only shows the first 10 of 12 buckets

I create a Bucket group with 12 buckets and a breakdown with this bucket group.  However, in the my widget using this breakdown, it only shows the first 10 of 12 breakdowns.  I selected 

Show breakdown selector and Include elements without data in the legend

What did I do wrong?

Look at records in the sys_properties table where Name, contains, 'breakdown'. I found on named "com.snc.pa.scorecard.breakdown.chart.max_rows" with a value of 10. change that.

I change it to 20.  The widget still shows 10 legends for the "line" visualization, and 10 values in the "score card" visualization.
