Cannot edit dashboard static HTML content block with pa_admin role

I am unable to edit dashboard 'Static HTML' content blocks. I receive a Security Constraint error message, although I have the pa_admin role. Researching has come up with no information on the cause. I am the dashboard owner, please help me to understand what could be the issue?

Checking OOB ACLs: write ACLs on content_block, content_block.* and content_block_static.* all need the content_admin role. And since the pa_admin role does not contain the content_admin role and 'Security Constraint' messages tell you it is an ACL issue, here is your issue. You lack the correct role.

As @Mark Manders already have correctly stated, pa_admin does not provide access to content blocks. Here you need the content_admin instead.
