Content Block image shows as broken link icon to non Admin users

I have a static content block on a public dashboard that holds a png file. WIth my ServiceNow profile settings, I see the image, but users with view rights only see the broken link icon. I have replaced the png file in the content block and also recreated the content block itself, but with no success.
