Requirements to view Insight Cards in Platform Analytics Dashboards?

Within the new PA (Platform Analytics) Dashboards, my understanding of the ProActive Mining process is begins after creating KPIs and running the jobs to acquire the neccessary data. When the predetermined thresholds, limits, and benchmarks have been crossed or hit, the Dashboards containing or using these KPIs in their presentations, Insight cards will be presented so long a the owner of the dashboards set it present Insights and other Process mining values. In order to view these cards, according to the documentation, the bare minimum role required to view these insight cards is sn_process_optimization_analyst. However, through some of my own testing by trial and error, I found that the only way my users can see the cards is after they were granted the pa_admin role as a bare minimum.
As granting pa_admin role to every user of the Dashboard seems over kill, I am left wondering if this is a technical error on ServiceNow end to have only users with the pa_admin role or any other role with higher privileges to view these cards, or if I misunderstood the purpose of these cards and it was intentionally designed this way.
So my main questions are as follows:
- Other than pa_admin, are there other roles with less privileges OOB that can be assigned to users to view Insight cards?
- If pa_admin is the bare minimum, was this intentional or an error?
- If intentional, what purpose does the Insight cards have that only pa_admin users should have the capabilities to utilize this feature?
