Unable to add Static HTML Content on Dashboard

I have  content_admin role to add New Static HTML Content but when I clicked on configuration

I am unable to create the Static HTML Content on the dashboard because it shows blank page.

I don't see the form when I hit click.

Try creating the item from the list view
