Outlier: Every score beyond a 3-sigma upper or lower limit
Short run: Four consecutive scores on the same side of the central line, with three of the scores outside two-sigma
Long run: Seven consecutive scores on the same side of the central line. That is, seven scores in a row all greater than or all less than the average value.

That's a briliant diagram, but it's no longer helpful since Quebec.
ServiceNow have updated THIS PAGE to make things clear by saying:
Outliers included in KPI Signals long and short runs
The KPI Signals application now retains dismissed outliers when it evaluates score variation. Dismissed outliers are thus included in long-run and short-run signals.
Therefore, since Quebec, the outlier score of 900 would be included and the short run would be detected earlier at score 550.
This new rule makes more sense to me. For 4 consective scores of 900, a short run would not be detected using the pre-Quebec method.
I'd love to see an updated version of your diagram in the ServiceNow docs.
