On one of my portals I have links that go to external sites, is there a way to track/count how many times those links are clicked?

OOTB there is no ready-to-use feature which could serve as a solution for your requirement.
But there is the "User Experience Analytics for Service Portal" extension which can be extended by custom events like clicks on external links.
