Have you used the plugins CEO Dashboard and CIO Dashboard?
I am having a problem with these plugins because even though I installed them, it doesn't work.
I have attached pictures of the pages.

I ran into this issue myself the other day. There is no admin override of access. Even if you use an 'admin' account you will not see the dashboards unless the account has the sn_ciodashboard.ciodashboard_admin or sn_ciodashboard.ciodashboard_user roles.

If you are running into problems with showing metrics on the page or even the 403 error, here is what I did to fix it.
Note: The CEO Dashboard uses Performance Analytics and the plugin only has one role, which is sn_controltower.ceo_dashboard_user. I tried adding the role to the admin account but made no difference in the solution so left this out of the steps. This was performed on Utah Patch 4.
- Identify test user that has no roles to start with.
- Create a group called Control Tower (Following the best practice by assigning roles to groups.)
- Assign the role of sn_controltower.ceo_dashboard_user to group Control Tower.
- Assign the role of pa_viewer to the group Control Tower.
- Assign the ITIL role to the group Control Tower.
- Test that the user can navigate to CEO Dashboard and drill into each level.

Confirming as of Washington, the install instructions worked except for step 5 above, the itil role was what did it for my test non-admin user. The install guide mentions the pa_viewer and sn_controltower.ceo_dashboard_user roles but not the itil role.
