change conflict checker show different count on each run

Team ,

I'm seeing different conflict counts each time I run the conflict checker for the same change request.

For example The first run shows 39 conflicts , and running it again later shows 78 conflicts , even though aim checking the same change record .

EX:  IFthe change has a very long planned implementation window ( 16-jan 2025 to 19-jan-2026 )

The change has no a long implementation window and multiple ci attached . Is this expected behavior ? Does the conflict checker recalculate them dynamically based on chNGES TO BLACKOUT WINDOWS , MAINTAINECCE SCHEDULES , OR OTHER RECORDS ?

This is expected behavior, as the change implementation timeline is set to 6 months. During this period, many related changes may be linked to the same CI, and within the same timeframe, the CI association may change whenever a new change is raised.

Conflict counts for a ServiceNow change request may fluctuate over time due to concurrent changes submitted by other users or dynamic updates to maintenance schedules and blackout windows performed by background system processes.

It is expected behavior.
