Display Bar Chart Columns with Value of 0

In a report bar chart, is it possible to display all values on the X-axis, even those with a value of 0? Right now, only the bar columns with a value > 0 are displaying.

So, in this scenario, we have a table showing agent names and the number of tickets assigned to them, with the agent names on the X-axis and each bar representing the number of tickets. Any agents with 0 tickets assigned to them are left out of the chart, and only the agents with one or more tickets are displayed.
