Select add widget

Select Content Blocks

Select Static HTML

then create your list

May be other ways but this works

I think you need the role, Content_admin or Content_manager as this is part of Content Management when you create these.

Also, if you look for the Content Management application in the filter navigator, you will see your new content.

This information was very helpful! I also found when creating the link you need to select the option to open in a "new window" Otherwise I get a "refuse to connect" error. I'm assuming this is due to permissions when linking to an external system?
