What does it really mean to publish a reporting url or dashboard url. Is there a way to publish it so the user does NOT have to log into ServiceNow? We've been asked to do this by our Leadership team and I would like to know how to accomplish this without logging into servicenow if there is a way.

If you publish a report, that report is available publicly to users who are not logged into ServiceNow. The report would not have any click through capabilities, though.

So if I go back check my reports and publish all of them, then give the user the "DASHBOARD" url, will they see the dash board? Or is this only working for reports individually?

The public reports only works individually.
I'm not sure if this would work, but you could try making the homepage you're using as a dashboard into a public page and see if it's accessible publicly.
