How to limit the Write Access of Platform Analytics Dashboard to Admin users only?

I want to limit the Write Access for the "Platform Analytics Dashboards" to Admin users only. I tried modifying ACLs on pa_dashboard and par_dashboard but nothing worked out. 

Can anyone help me out on this?

You can create a deny_unless ACL on par_dashboard to ensure only admins can create dashboards.

Not all the time admin will be involved in creating dashboards in PROD

Business stakeholders should have access to create dashboard.

Please discuss with your customer.
