Does anyone know how I can create a multi layer report? So have closed tickets, open tickets etc all on the one report?

You can create a multilayer report on a table for Time Series type Charts. Once you create one report, from the options select Multiple dataset to create another report on the same report

In new UI you can see report structure and add new dataset.

You may want to look at the OOTB Performance Analytics indicators as this may give you more insight than a standard report although what you are asking for specifically, can be done as noted above since open date and closed date are fixed dates that cannot change.
