In both Analytics Hub and Scorecard PA widgets there is a star at the left most column for favoriting the indicator or indicator/breakdown. What is the purpose of this? Where can I find or even filter by my PA favorites?

If you select a report as a favorite, clicking on the highlighted icon will filter and display all your favorite reports. Please refer to the screenshots for details.
