I am trying above report to be implemented in serviceNow.
how breakdowns should be created?
i have created two breakdowns
one for priority
another for aging range.
but i am unable to add both breakdowns in the widget.
so any one please help me to achieve attached report

To create above in performance analytics, you should have to automated indicators - 1 for on hold and 1 for in progress. Then you need to create the range for x axis if not already created, and at last you need to have a stacked column according to the range.

Can you try to read below post , similar to same, if it can help u.

or try this if can work.
In your ServiceNow report widget, set the first breakdown (Group By) to your Aging Range field (this creates the X-axis categories).
Find the “Stacked by” option and select your State field (like On Hold, In Progress).
Choose a stacked bar or stacked column chart as the chart type.
Save the widget.
This will show Aging Range on the X-axis with bars stacked by State, combining both breakdowns in one chart.
