I need your HELP!
Need to create a Data Visualization:
1. Create a report showing users who ONLY has ITIL and does not have business_stakeholder
Problem the report will show users who could have both and just just NOT show business_stakeholder role.

to build a report that shows users who only have the ITIL role and do not have the business_stakeholder role, create a report on the User Role [sys_user_has_role] table, set one filter for Role = ITIL, and then add a filter condition where Role ≠ business_stakeholder....... and if the report type doesn’t directly support only these role and no others...... an alternative is to use a database view or scripted report where you fetch users with ITIL and then explicitly exclude any user sys_id that appears with business_stakeholder, or you can export to performance analytics data source and use conditional logic to isolate users who have ITIL and don’t have business_stakeholder in the related roles..........
