Platform Analytics needs license?

I am studying for my CIS Platform Analytics Exam and I have noticed that anywhere talks if Platform Analytics needs license or not. Platform Analytics needs payment to install? In case there are features free and features for payment, can anybody tell me which are those features? Thanks in advanced!
