out of the box there are many ATF tests available for Problem Management
did you check those?
You can refer those and create a copy of any and add/remove your own steps as per your business requirement

A typical ATF flow would be:
- Impersonate User (e.g., itil/problem_manager).
- Open New Problem form.
- Set Field Values (Short Description, Category, Priority, Assignment Group, etc.).
- Submit the Problem record.
- Validate Record Creation and verify field values.
- Assign the Problem to a user or group.
- Change State (New ā Assess ā Root Cause Analysis ā Fix in Progress ā Resolved ā Closed, based on your process).
- Create and Validate Related Records (Problem Tasks, Known Error, Change Request, if applicable).
- Verify Business Rules, Notifications, and SLAs (if configured).
- Close the Problem and validate the final state and mandatory fields.
You can use standard ATF test steps such as Open Form, Set Field Values, Submit Form, Record Query, Field Validation, and Assert Field Values to automate the entire process.
