Hi @pramn
- Ensure the reports are explicitly shared with the business users or the role assigned to them.
- Ensure business users have permission to read records outside their own. Ensure that the roles required to view all records are assigned, or add the relevant roles (like itil or a custom business user role) to the ACLs
- Most tables in ServiceNow have default query business rules that restrict standard users from seeing records where they are not the caller or opener. e.g for incident - incident query BR is there.
Just try and test once either deactivated or modified to allow business users to read broader records conditionally.

Hi @pramn
based on your description it sounds like the business user doesn’t have appropriate role. To see data in a report, the user needs one / several roles to see the underlying data.
